MANDATE

The Office of the Provincial Agriculturist, under the Provincial Government of Quezon, is mandated to develop agricultural plans & strategies and implement the same as the frontline in the delivery of basic agricultural and fishery services, provide assistance and access in the production, processing and marketing of agri-fishery products extended to farmers, fishermen and local entrepreneurs.

DEVELOPMENT GOALS

  1. Boost agricultural productivities and incomes by facilitating access to affordable, high-quality & suitable agricultural inputs & support services;
  2. Improve agricultural production efficiencies & minimize post-harvest losses through adequate & appropriate mechanization and research & development;
  3. Empower farmers, fisherfolks, women & the youth through organizational development and entrepreneurial trainings;
  4. Establish & upgrade agri-fishery products, agri-tourism sites, livelihoods & enterprises through innovative financial products/services and market linkages;
  5. Enhance sustainability & resiliency through convergence, digitalization and promotion of organic agriculture.

DUTIES, FUNCTIONS AND RESPONSIBILITIES

Provincial Agriculturist

The Provincial Agriculturist (PA) shall be in-charge of the office for the delivery of agricultural services and implementation of all agricultural programs, projects and activities.

Assistant Provincial Agriculturist

The Assistant Provincial Agriculturist (APA) shall assist the Provincial Agriculturist in the implementation of agricultural programs, projects and activities, and other duties as may be assigned.

  1. Technical and Extension Services
    1. Facilitate the implementation of agri-fishery programs and projects designed to expand, empower and enhance production of crops and fishery commodities.
    2. Establish demo farms to showcase crop and fishery production technologies.
    3. Render technical assistance to farmers, fisherfolks, agri-fishery based organizations and cooperatives
    4. Monitor agri-fishery production areas.
    5. Establish, expand and/or enhance cooperatives and agri-fishery based livelihood and enterprises.
    6. Organize and empower farmers, fisherfolks, agri-fishery based organizations, and cooperative.
    7. Coordinate with concerned government agencies and private institutions in implementing programs, projects and activities related to production enhancement and enterprise development.
    8. Spearhead the crafting of commodity industry roadmaps.
    9. Conduct technical and organizational development trainings and other capacity-building activities to improve farming, fishing and entrepreneurial skills and technologies of stakeholders.

  2. Agriculture and Biosystems Engineering Division
    1. Formulate the Provincial Agricultural and Fisheries Mechanization Program and the Provincial Agricultural and Biosystems Engineering Master Plan.
    2. Facilitate the implementation of the province’s Agri-Fishery Mechanization Program.
    3. Supervise and facilitate the construction, operation, maintenance, improvement and management of all agricultural, fisheries and biosystems infrastructure of the provincial government.
    4. Render agricultural engineering services including testing of agricultural machineries and equipment, geotagging of agricultural areas, engineering survey preparation, evaluation of plans and designs, conduct of feasibility studies and cost estimates/program of work of agri-fishery infrastructures and facilities.
    5. Facilitate and monitor at the provincial level the registration of agricultural and fishery machinery and facilities and undertake the enforcement of the Philippine Agricultural and Biosystems Engineering Standards (PABES) and other agricultural, fishery and biosystems engineering regulatory activities in coordination and collaboration with the Department of Agriculture Regional Field Office – Regional Agricultural Engineering Division (DA RFO – RAED), other National Government Agencies and other Local Government Units.
  3. Agricultural Support Facilities and Services Division
    1. Plant Materials Production Center
      1. Sexually and asexually propagate farm-ready seedlings for distribution to farmer-clienteles.
      2. Propagate culture shoots for production of tissue-culture banana seedlings.
      3. Properly maintain planting stocks.
      4. Properly maintain hydroponics system for vegetable production.
      5. Establish, expand and enhance herbal production areas.
      6. Render technical and organizational development services to herbal producers and processors.
    2. Crop Protection and Integrated Nutrient Management Center
      1. Prepare soil samples to be analyzed by the Department of Agriculture – Regional Soils Laboratory.
      2. Formulate fertilizer recommendations based on soil analysis results.
      3. Produce and distribute Compost Fungus Activators (CFA) and Metarhizium Anisopliae.
      4. Conduct capability building activities regarding crop protection and integrated nutrient management to farmers.
    3. Quezon Food and Herbal Processing Center
      1. Develop recipes of agri-fishery based food products to be cascaded to assisted agri-based organizations.
      2. Render assistance to agri-based organizations in processing their agricultural produce.
      3. Serve as a demonstration facility for groups, organizations and individuals involved in processing and agri-based food products development.
      4. Assist agri-based organizations in their compliance to accrediting bodies (GMP, BFAD, etc)
      5. Conduct skills training on value-addition and food processing.
    4. Quezon Agricultural Demo Farm
      1. Conduct varietal trials and other researches needed for the implementation of OPA programs and projects.
      2. Serve as a demonstration site for crop production technologies and organic fertilizer production.
      3. Serve as a training venue for capability-building activities to be conducted by the office.
    5. Quezon Product Display Center
      1. Serve as an avenue to showcase agri-fishery products developed by assisted organizations.
      2. Produce and distribute marketing collaterals to promote agri-based products of assisted organizations.
      3. Render technical assistance on product packaging and labelling to assisted organizations.
      4. Conduct trainings on packaging, labelling and digital marketing.
  4. Planning, Information, Monitoring and Evaluation Services
    1. Assist the Chief of Office in the preparation of Agricultural Plans and Programs.
    2. Assist in the preparation of project proposals and other documents needed for project implementation.
    3. Monitor and evaluate programs and projects implemented by the office.
    4. Consolidate and prepare accomplishment and other reports needed by the Provincial Government, Department of Agriculture and other concerned agencies.
    5. Consolidate damage reports due to natural calamities for submission to concerned agencies.
    6. Maintain agri-fishery database system.
  5. Training, Information and Documentation Services
    1. Produce information, education and communication (IEC) materials for the Office of the Provincial Agriculturist thru print, broadcast and audio-visual media.
    2. Assist in the implementation of the Search for GAWAD SAKA Awardees.
    3. Assist in the conduct of trainings and other capacity-building activities of the office.
    4. Maintain the office’s social media accounts.
    5. Spearhead the documentation of the office’s programs, projects and activities.
  6. Policy and Research Services
    1. Assist the Provincial Agriculture and Fishery Council (PAFC) in crafting agri-fishery related policies.
    2. Coordinate with academic institutions in conducting agri-fishery related studies and research.
  7. Administrative Division
    1. Procurement and Supply Management Unit
      1. Prepare Purchase Requests (PRs), Obligation Requests (OBRs) and Project Procurement Management Plans (PPMPs) of all programs and projects of the office.
      2. Facilitate the procurement process of all programs and projects of the office.
    2. Records Management Unit
      1. Prepare outgoing communication letters, certifications, justifications and special orders.
      2. Receive, record and file all incoming official communication letters of the office.
      3. Coordinate with concerned personnel regarding all communications received by the office.
      4. Assume full responsibility for the custody and safekeeping of records and documents within the office.
    3. Personnel Management Unit
      1. Prepare official documents for personnel’s salaries and other benefits.
      2. Facilitate the processing of leave application of all personnel.
      3. Prepare monthly report of Accumulated Leave of Personnel and Daily Time Records.
    4. Transportation, Janitorial and Maintenance Unit
      1. Properly maintain cleanliness and orderliness of the office premises.
      2. Transport officers and employees to their destination when on official business.
      3. Properly maintain service vehicles
