Organization’s Brief Description

The Provincial Gender and Development (PGAD) Office, an innovation of the Provincial Government of Quezon as a pioneer in promoting gender equality and empowerment, started with the creation of PGAD Council in the year 2000, it led to the formation of the PGAD Council’s implementing arm, the precursor of the PGAD Office. With the enactment of the Provincial GAD Code through Provincial Ordinance No. 2005-02, PGAD Council’s implementing arm was officially created as the PGAD office in the year 2005. Since then, the Provincial Government of Quezon, thru the programs, projects and activities spearheaded by the PGAD Office, has been a recipient of various awards, recognitions and citations, such as Best GAD Implementer, Most Gender-Responsive LGU, Local Learning Hub, Exemplary Service of an LGU to retuning OFWs, Women Economic Empowerment Responsive Partner for the Great Women Project, Extra Mile Award and other citations from the Philippine Commission on Women, Canadian Government, Regional Gender and Development Council, NEDA and other concerned agencies. PGAD Office is primarily tasked, among others, to facilitate the institutionalization of GAD mainstreaming activities, identify GAD strategies, programs, activities and projects in accordance with the priority programs of the Honorable Governor ANGELINA “DOKTORA HELEN” D.L. TAN. We also ensure the timely submission of the GAD Plan and Budget, Accomplishment Report and other GAD related reports to the DILG, PCW, COA and DBM. The GAD Plan and Budget is designed to address gender issues and concerns by utilizing at least 5% of the total budget allocation of the LGUs as mandated by Section 36 of Republic Act 9710 (Magna Carta of Women). Accordingly, the Provincial Gender and Development Office shall:
  • Formulate or develop the Annual GAD Plan and Budget of the Provincial Government subject to the approval of DILG Regional office.
  • Prepare the Annual GAD Accomplishment Report of the Provincial Government subject to the review and evaluation of the Commission on Audit
  • Monitor and evaluate the implementation of different programs, projects, and activities in accordance with the approved GAD Plan and Budget.
  • Evaluate and validate local gender mainstreaming programs at the city/ municipal/ barangay level through the Provincial GAD Monitoring & Evaluation (PGAD M&E) Team and the Inter-Agency Monitoring Team (IMT).
  • Facilitate the constitution and meetings of the Provincial GAD Focal Point System – Technical Working Group (PGFPS-TWG) as required by Republic Act 9710, Provincial Committee Against Trafficking in person, child pornography and VAWC (PCAT-CP-VAWC).
  • Direct, coordinate, and ensure the implementation of policies and regulations pertaining to Gender and Development including, but not limited to SP resolutions, executive order, memorandums, and provincial ordinances.
  • Formulate policy recommendations based on the needs assessment and evaluated programs, projects, and activities.
  • Create and maintain strategic and efficient directory of services for the guidance of varied clientele.
  • Develop, produce, and disseminate communication support materials for varied clientele through the following:
    • Development of strategies and programs to support gender mainstreaming objectives at the local level.
    • Develop and undertake orientation, capacity building, and knowledge management services related to gender and development for the benefit of stakeholders and the general public.
  • Develop and maintain information on GAD database management system, which includes data sourcing, compilation, and processing of analyzed and generated reports from concerned NGAs, LGUs and other stakeholders.
  • REGULAR SERVICES:

    On request of component LGU’s, National Gov’t Agencies, Cooperatives, NGO’s, Educational Institutions and other sectoral organizations, the office regularly conducts:
    1. GAD Planning and Budgeting workshops;
    2. Gender Sensitivity Trainings;
    3. Orientation on GAD Legal Mandates as well as on duly issued IRRs of NGA’s;
    4. Benchmarking Services (Best GAD Practices to LGUs, NGAs and NGOs);
    5. Livelihood Trainings;
    6. Mental Health Seminars and others.

    RE-CERTIFICATION OF GAD LOCAL LEARNING HUB (LLH) CY 2023-2026 (May 8, 2023)

    Bilang pagpapakita ng husay at galing patungkol sa Gender and Development, kinilala ang lalawigan ng Quezon sa pangunguna ni Gov. Doktora Helen Tan ng Philippine Commission on Women (PCW) bilang GAD Local Learning Hub (GADLLH) sa buong Pilipinas sa pangatlong pagkakataon ngayon araw, Mayo 8. Personal na binati ni PCW Deputy Executive Director of Operations, Kristine Josefina G. Balmes ang mga kawani ng PGAD sa pamamagitan ni Ms. Sonia Leyson at probinsya ng Quezon sa pagsisiguro na ang mga programa ay tumutugon sa mga napapanahong usapin ano man ang kasarian ng indibidwal. Nagsisilbing model ang ating lalawigan dahil sa kontribusyon na ipinapakita nito pagdating sa mga programa ng Gender and Development. Nakiisa rin ang Sangguniang Panlalawigan na pinamumunuan ni Vice Gov. Third Alcala upang saksihan ang Ceremonial Awarding and Signing of partnership agreement.

    PROVINCIAL GENDER AND DEVELOPMENT (PGAD) OFFICE 2022 ACCOMPLISHMENT REPORT (May 8, 2023)

    TIANGGE NI JUANA (March 20-26, 2023)

    Tiangge ni Juana muling umarangkada! Kaakibat ng selebrasyon ng Women’s Month ay nagsagawa ang Pamahalaang Panlalawigan sa pamumuno ng ating Gobernador Angelina ‘Doktora Helen” D.L. Tan ng “Tiangge ni Juana”. Ito ay sa inisiyatibo ng Provincial Gender and Development (PGAD) Office, Provincial GAD Focal Point System (PGFPS), 4K at Quezon’s Pioneer Pride (QPP LGBTQ). Layon ng aktibidad na matulungan ang mga organisasyon ng kababaihan at mga kababaihang entrepreneur na maipakita ang kanilang malikhaing mga produkto at magkaroon ng karagdagang merkado para sa kanilang mga negosyo upang lalo pa nilang mapalago ang kanilang hanapbuhay. Iba’t ibang produktong gawa ng kababaihang Quezonian ang maaring tangkilikin gaya ng sariwang gulay (lettuce, pipino, bokchoy, spinach, spring onions) handmade keychains, cakes, crab salad roll, atchara, smoked tilapia at mga gawang produkto ng kababaihan ng 4K. Ang Tiangge ni Juana ay bukas mula Marso 20 hanggang 26, 2023 sa Quezon Capitol Compound sa harapan ng Provincial Human Resource Office at Provincial Governor’s Office.

    PADYAK AT ZUMBA (December 04, 2022)

    Tila isa sa mga laganap na problema sa lipunan ang pisikal, sekswal, o mental na pang-aabuso sa mga kababaihan, upang mawakasan ito ay marami nang estratehiya at pamamaraan ang isinasagawa sa ating bansa, isa narito ang 18-day campaign to end VAW o Violence Against Women na idinaraos mula Nobyembre 25 hanggang Disyembre 12. Bilang suporta ng Pamahalaang Panlalawigan sa kampanyang ito ay pinangunahan ng Provincial Gender and Development (PGAD) Office ang programang “Padyak at Zumba para Kay Juana Laban sa Karahasan sa Kababaihan” ngayong araw ng Linggo, ika-4 ng Disyembre. Nilahukan ito ng 500 Quezonian mula sa iba’t-ibang bayan at organisasyon (150 sa Zumba at 400 saPadyak), kung saan ibinahagi ni Maam Sonia S. Leyson na ang ginanap na mga aktibidad ay naglalayong matulungan ang mga biktima ng VAW sa Women’s Crisis Center, ilang Cancer patients ng lalawigan, at mga nasalanta ng mga nakaraang bagyo. Sa pamamagitan ng nasabing programa ay hinahangad na magkaroon ng mas malawak na kamalayan ang bawat isa na mabigyang proteksyon ang karapatang pantao ng mga kababaihan, hindi lamang sa Pilipinas kundi sa buong mundo.
    Kinikilala ang kababaihan bilang katuwang ng ating komunidad kung saan ay dapat mayroong pantay na pagtingin sa kanilang kakayanan, kaya naman kaugnay sa 18-day campaign upang wakasan ang VAWC o “Violence Against Women and Children”, nagsagawa ng “Basic Gender Sensitivity Training” ang Provincial Gender and Development Office para sa mga miyembro ng Kababaihan Kabalikatan para sa Kapakanan at Kaunlaran ng Bayan o mas kilala bilang 4K ngayon araw ng martes ika-29 ng Nobyembre. Layunin ng pagsasanay na ito na palawakinang kamalayan ng mga kababaihan sa kanilang mga karapatan at bigyang linaw ang kanilang kaibahan sa mga kalalakihan.

    4TH QUARTER MEETING P/C/MCAT-CP-VAWC cum ORIENTATION ON UNDERSTANDING PSYCHE SURROUNDING VAWC (November 25, 2022)

    Matagumpay ang Kick-off Activity ng National 18-Day Campaign to End VAWC ng Pamahalaang Panlalawigan ng Quezon sa pangunguna ng Provincial Gender and Development (PGAD) Office kaugnay ng pagdaraos ng 4th Quarter P/C/MCAT-CP-VAWC Meeting cum Orientation on Understanding Psyche Surrounding VAWC at Execom Meeting ng M.O.V.E Quezon Chapter. Ito ay ginanap noong ika-25 ng Nobyembre 2022 sa St. Jude Multi-Purpose Cooperative and Event Center, Tayabas City. Naging tagapagsalita si G. Jojemar V. Dayunot, Registered Psychometrician. Tinalakay niya ang koneksyon ng sikolohiya at VAWC at dito ay kanyang binigyang diin ang papel ng sikolohiya upang maintindihan ang psychological pattern ng VAWC perpetrators at victims, at gayun din sa pagsugpo ng mga ganitong klaseng karahasan laban sa kababaihan at kabataan saating pamayanan.
