PROVINCIAL VETERINARY OFFICE

Mission

The Office of the Provincial Veterinarian-Quezon shall ensure animal health and welfare protection, food security, public health, and improved animal production by providing reliable and efficient veterinary services, regulations, and extension activities; and by empowering livestock farmers and organizations for a dynamic and environmentally sustainable animal industry.

Vision

The animal industry of Quezon Province is one of the most progressive and sustainable in the region by 2030, through the collaborative efforts of proactive stakeholders, competent technical experts and professionals, and supportive local government units.

Organization’s Brief Description

The mandate of OPV is found on Article XIX Section 489 of Republic Act 7160, otherwise known as the Local Government Code of 1991.

Accordingly, the Provincial Veterinarian shall:

  • Ensure the delivery of veterinary related basic services;
  • Develop plans and strategies on veterinary related activities;
  • Regulate slaughterhouses;
  • Regulate and inspect livestock and poultry products for public consumption;
  • Enforce all laws and regulations for the prevention of cruelty to animals;
  • Take the necessary measures to eradicate, prevent or cure all forms of animal diseases;
  • Be in the frontline of veterinary related activities, such as in the outbreak of highly-contagious and deadly diseases, and in situations resulting in the depletion of animals for work and human consumption, and Develop livestock and poultry industry.

Mandate

In accordance with Article XIX Section 489 of Republic Act 7160, also known as the Local Government Code of 1991, the Provincial Veterinarian shallensure the delivery of veterinary related basic services,develop plans and strategies on veterinary related activities, regulate slaughterhouses, regulate and inspect livestock and poultry products for public consumption and, enforce all laws and regulations for the prevention of cruelty to animals, take the necessary measures to eradicate, prevent or cure all forms of animal diseases, be in the frontline of veterinary related activities, such as in the outbreak of highly-contagious and deadly diseases, and in situations resulting in the depletion of animals for work and human consumption, and develop livestock and poultry industry.

Office of the Provincial Veterinarian Division and Functions

The Office of the Provincial Veterinarian is composed of four (4) divisions namely Animal Health and Welfare Division (AHWD), Veterinary Regulatory Division (VRD), Livestock and Poultry Development Division (LPDD) and Administrative Support Division (Admin). These four divisions were strategically constructed for the specialization of different functions or areas of expertise which collaboratively contribute to the achievement of the office’ mandate.

  • Animal Health and Welfare Division’s Functions
    1. Animal Health Protection Program
    2. The program and activities aim to detect, monitor, prevent, control and manage the animal disease situation in the province by providing necessary preventive measures, appropriate animal health care services and immediate response and management.

      4. Animal Disease investigation, outbreak response and management

    3. Animal Health Protection Program
    4. This provides basic veterinary and laboratory services for pet owners and farmers. QPVHC is located at the OPV Station, Sitio Fori, Brgy. Talipan, Pagbilao, Quezon. At present, screening tests for ASF are being done in QPVHC.
    5. Rabies Prevention, Control and Eradication Program
    6. Rabies is a zoonotic disease than can be prevented by vaccination. The program aims to protect dogs, cats and other warm-blooded animals from this fatal disease. Protection of dogs and cats will indirectly protect humans as well because humans are usually infected by the virus. The program is anchored in the implementation of Anti-Rabies Act of 2007 or Republic Act No. 9482.
    7. Protection of Animal Welfare including Promotion of Responsible Pet Ownership
    8. The activities are aimed to protect and promote animal welfare in the province through training, seminars and IEC campaigns. This is based on the Animal Welfare Act or RA 8485. Included also in the protection of animal welfare is the Assistance to DENR and BFAR in the protection of wildlife and marine mammals.
  • Veterinary Regulatory Division’s Functions
    1. Veterinary Regulatory Services
    2. This program aims to safeguard the health status of livestock within our jurisdiction and to control transboundary spread of animal diseases. This program is also a means of traceability for large animals which often fall victim to theft/illegal trade. It provides technical assistance to farm owners, integrators and veterinary practitioners to ensure their compliance to existing policies and standards being set by the BAI. Farm accreditation ensures disease freedom, adherence to biosecurity measures and good animal husbandry practices which also entails better production and business competitiveness.
        This includes:
      1. Livestock and Poultry Farms Accreditation and Monitoring, which offers technical support to farm owners, integrators, and veterinary professionals to ensure their compliance with existing regulations;
      2. Checkpoints and Quarantine Services, which check and monitor animal health, trade, and movement in and out of the province as well as prevent and control the entry of notifiable animal diseases in the province, and;
      3. Provision of assistance to LGUs and Livestock Traders on Animal Movement Regulation.
  • Livestock And Poultry Development Divison’s Functions
    1. Swine Development Program
      • Aims to develop the swine industry of the province and at present is focused on the distribution of processed swine semen to farmers. This also includes conduct of lectures and technical assistance for swine production and management.
    2. Ruminant Development Program
      • Aims to upgrade local stocks in Quezon by conducting estrus synchronization and artificial insemination and providing lectures and technical assistance on ruminant production. In addition, to lessen animal waste and create bio fertilizer that will enhance the physiochemical and biological characteristics of agricultural soils. The produced vermicompost and vermicast willbe mainly used in forage production. Provision of these bio fertilizers will also be conducted for our local farmers in need.
    3. Quezon Native Pig Development Project
      • Aims on the conservation and promotion of Quezon Native Pig breed and distributes its piglets to farmers or farmer’s association for additional livelihood.
    4. Animal Feed Development Program
      • Provides seedlings / seeds of alternative natural feed source for livestock and poultry.
    5. Technology Transfer and Extension Program
      1. Comprises three types of services:
      2. Technology Transfer through Trainings/Seminars and Extensions;
      3. Assistance to livestock farmers, associations, or organizations which provides assistance in having a legitimate registration among interested organization in various line agencies, and;
      4. Information, Education, Communication Campaign which provides relevant information for knowledge enhancement.
