GENERAL FUNCTION/MANDATE
According to Section 477 Article VII of Republic Act 7160, otherwise known as the Local Government Code of 1991, the Provincial Engineer shall take charge of the Provincial Engineering Office and shall:
Initiate, review and recommend changes in policies and objectives, plans and programs, techniques, procedures and practices in infrastructure development and public works in general of the provincial government;
Advise the Governor on infrastructure, public works, and other engineering matters; Administer, coordinate, supervise, and control the construction, maintenance, improvement, and repair of roads, bridges, and other engineering and public works projects of the provincial government;
Provide engineering services to the provincial government, including investigation and survey, engineering designs, feasibility studies, and project management;
Exercise technical supervision over all engineering offices of component cities and municipalities; and
Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.
1. Handling of Feedback and Inquiries.
This frontline service enables citizens to share customer feedback and recommend areas for improvement, as well as present inquiries or requests which shall then be forwarded by the receiving division or section to the concerned branch of the office, or the provincial government.

2. Application for Issuance of Excavation Permit on Provincial Roads.
This permit is issued to Clients whose excavation or digging works are within the Provincial Road-Right-Of-Way. The total “Processing Time” below is the ideal assessment and process duration for an application whose documents are complete and in accordance with the requirements, with the Client promptly responding to the office’ notices/calls.

3. Application for Issuance of Construction Clearance.
This Clearance is issued to clients whose proposed construction of residential buildings and installation/construction/relocation of utility poles, etc., does not encroach on the Provincial Road-Right-of-Way (ROW). The total “Processing Time” below is the ideal assessment and process duration for an application whose documents are complete and in accordance with the requirements,with the Client promptly responding to the office’ notices/calls.
