FIRST WOMAN CHIEF EXECUTIVE OF THE QUEZON PROVINCE
Prior to her overwhelming and unprecedented election as governor, she served for three (3) terms as Representative of the 4th District of Quezon where she chaired the Committee on Health of the House of Representatives for six (6) years with great distinction.
In her nine (9) years as legislator, she was recognized for her meritorious contribution in establishing resolute legislative foundation and in delivering responsive service to the Filipino people towards the path to sustainable and inclusive growth. She principally authored a total of thirty-seven (37) laws throughout her legislative career.
Gov. Doktora Helen is one of the country’s universal health care (UHC) champions and internationally recognized for her tuberculosis (TB) advocacy having authored landmark laws such as Republic Act No. 11223, otherwise known as the “Universal Health Care Act” and Republic Act No. 10767, otherwise known as the “Comprehensive Tuberculosis Elimination Plan Act” among many other health reform legislations. She served as Member of the Executive Committee of the Global TB Caucus and Co-Chairperson of the Asia Pacific TB Caucus.
Doktora Helen, as she is fondly called by her constituents, is a recipient of an Outstanding Congressman Award and was hailed as an Outstanding Filipino Achiever.
As Quezon’s 30th governor, she paved the way for the institution of the HEALING agenda (Health, Education, Agriculture, Livelihood, Infrastructure, Nature & Environment, and Good Governance) in the entire province through her distinct brand of service known as “SerbisyongTunayAt Natural”.
She earned her Bachelor of Science in Nursing at the Medical Center Lucena Educational Institute, Doctor of Medicine at the Fatima Medical Science Foundation Inc., and Master’s in Business Administration in Health from the Graduate School of Business of the Ateneo de Manila University.
Gov. Helen is a loving mother to three (3) highly accomplished children – Dr. Kim, Dra. Kamille and Atty. Mike, a doting grandmother to two bubbly little boys – Malik and Kobe, and happily married to Engineer Ronnel Tan, an equally driven public servant.
