The PG-ENRO shall perform its mandates in the management, protection and conservation of Quezon Province’s environment & natural resources through empowering stakeholders as stewards, utilizing technical knowledge, and providing support services geared towards achieving a resilient and balanced ecosystem under the guidance of God Almighty.

PG-ENRO CITIZEN’S CHARTER

I. ECOSYSTEMS MANAGEMENT
About the Service
It is the provision of technical assistance to barangays or cities/municipalities in close coordination with the government agencies, non-government organizations and communities living in the area for the rehabilitation (through multi-approach methods)/reforestation of forests intended as source of water supply, protection forest or multiple-use forest, riverbanks, marine/coastal/mangrove areas, and other open and denuded areas declared to be developed into forest park and recreation/eco-tourism site, buffer zone and other purposes for the public’s benefit. The programme also includes seedlings production & distribution, urban greening, and enforcement of environment and natural resources protection laws, rules and regulations.
Coverage of the Service
  1. Technical assistance in ocular inspection, survey and mapping of the proposed project area, conduct of information dissemination/trainings/seminars, preparation of project development plan/work and financial plan and in monitoring/evaluation/assessment of project implementation and impact.
  2. Execution of MOA with LGUs and People’s Organizations (POs), conduct of trainings and seminars-workshops on project management;
  3. Field visitation of areas for benchmarking of best practices concerning the programme;
  4. Provision of planting seeds/forest tree seedlings, garden tools, agricultural equipments; and
  5. Geotagging, Mapping, Data banking and relevant information dissemination.
II. ENVIRONMENTAL QUALITY PROTECTION
About the Service
This service deals on the enforcement and implementation of pollution control and environmental protection laws, rules and regulations such as Republic Act 9003 (Ecological Solid Waste Management Act of 2000), Republic Act No. 8749 (Philippine Clean Air Act of 1999), Republic Act 9275 (Philippine Clean Water Act of 2004), Republic Act 9729 (Philippine Climate Change Act of 2009), Republic Act 6969 (Toxic Substances and Hazardous and Nuclear Wastes Control Act), other pertinent laws & statutes, and in pursuance of the Provincial Government-ENRO mandates under Section 484 of the Local Government Code of 1991.
Coverage of the Service
  1. Assessment of Environmental Impact of projects, whether existing or still to be established;
  2. Monitoring the compliance of ECC/CNC by industries/businesses, piggeries, livestock/poultry, etc.;
  3. Extension of technical, financial and/or material assistance to LGUs in the formulation and implementation of programs, projects and activities related to ESWM, IEC, and other environmental compliance activities;
  4. Environmental complaints, conflicts, issues & concerns resolution; and
  5. Other services related to environmental protection and conservation.
III. MINERAL RESOURCES MANAGEMENT AND REGULATION
The major responsibility of the division is to serve as the secretariat of the Provincial Mining and Regulatory Board. It shall accept process and evaluate mining or quarry permit applications and issue orders of payment for mining or quarry taxes and fees for issuance of permits based on the Provincial Revenue Ordinance. Other responsibilities include receiving, processing and verification of applied areas, records keeping and other related administrative functions.

  1. Receive permit applications and other pertinent documents.
  2. Conduct field verification in mining and quarry areas.
  3. Process and register mining and quarry permits.
  4. Prepares Order of payments and issue delivery receipts.
  5. Issue stickers for Delivery Trucks
IV. ADMINISTRATIVE SERVICES
The Division is responsible for overseeing and coordinating various administrative tasks such as office operations, communication and coordination with other offices/departments/organizations, personnel management, budget and procurement management, safekeeping of property records, and general services.
Coverage of the Service
  1. Manage schedules, coordination meetings, and handle correspondence.
  2. Receive, record, and file incoming and outgoing documents (soft and hard copy).
  3. Plan and manage the budget of the office.
  4. Prepare documents needed for procurement and track its process.
  5. Conduct inventory of Property, Plant and Equipment and safe keep records.
  6. Maintain employees’ records; provide documents needed for processing of payrolls and update employees on rules and regulations implemented by the Provincial Government.
  7. Maintain the cleanliness and orderliness of the office.
