PROVINCIAL INFORMATION AND COMMUNICATIONS TECHNOLOGY OFFICE

PICTO is now as a full-fledged department within the Provincial Government of Quezon.

To align with the national push for digital transformation and the increasing demand for online government services, the Provincial Government of Quezon established the Provincial Information Communication and Technology Office (PICTO) as its new department. This new department aims to support the streamlining of government processes, enhance transparency, and improve service delivery to citizens. PICTO is expected to perform the task of:

  • Creating and designing strategies for digitalization of various provincial government services
  • Promotion of information and technology
  • Ensuring Data Management
  • Facilitating system interoperability
  • Encouraging citizen participation in provincial governance through online platforms

With the institutionalization of the Provincial Information and Communication Technology Office (PICTO) through Provincial Ordinance No. 2024-018, the Provincial Government of Quezon continues to demonstrate its commitment to HEALING Agenda of good governance by leveraging innovative technologies to enhance service delivery.

These facilities offer a diverse range of services, catering to the varying healthcare needs of the population

Quezon Health Care Provider Directory offers an online database of healthcare providers and facilities. This user-friendly platform empowers individuals seeking medical attention to easily locate qualified professionals and resources within the province. It includes facility information such as primary health care physicians, specialist, and subspecialist, clinics in both public and private institutions together with information of clinic hours, contact details and locations. The system aligns with the Universal Health Care Act’s goal of ensuring timely access to appropriate healthcare services.

To meet the increasing demand for healthcare, the system currently records 516 physicians with a diverse range of specialties, offering 552 essential healthcare services.

Inventory Information System

In today’s rapidly evolving world, digitalization is crucial for effective governance. By investing in modern IT tools and equipment, the Quezon Provincial Government is driving efficiency, transparency, and accountability, empowering public servants to deliver services more effectively and meet the needs of its citizens.

As of September 30, 2024, a cumulative total of 42,873 transactions have been recorded, this data will aid management in evaluating and refining policies related to transaction handling across all provincial offices.

The DTS is a web-based platform designed to streamline the tracking of financial documents. By providing real-time location tracking and detailed document history, the DTS promotes transparency and accountability, making it easier to identify individuals responsible for any issues or delays in financial transactions.

Assistance to Individuals in Crisis Situations (AICS)

AICS System is developed for the Assistance to Individuals in Crisis Situations (AICS) program of the provincial government. This system provides online services for outright financial assistance to hospitalization, medical, and burial needs of individual in crisis situations. This system can be accessed by the 41 Satellite Offices eliminating geographical barriers of municipalities. The system promotes, faster processing of financial assistance, promoting transparency of transactions, cost effectiveness, safety and security of government funds against abuses and fraud.

By analysing the strategic distribution location of financial assistance, the government can ensure that resources are allocated equitably and that quality, accessible, and inclusive medical and social services are being provided to all its constituents

This data provides valuable insights to the Provincial Government enabling to refine its priority programs and align them more effectively to the HEALING agenda.

Document Management System

Figure 5: Presents a comparative analysis of processed documents from 2023 and 2024, categorized by their nature. This data empowers the administration to prioritize policies that align with the evolving needs of the organization, as reflected in the inflow and outflow of correspondence requests.

Document Management System serves as the management tool to centralized and streamlined flow of documents, making easier to find and track document and create audit trail essential for transparency regulation. This system is designed to reduced paper consumption, printing that reduces fund allocation.

Information Systems

The Provincial Information and Communication Technology Office (PICTO) has developed a number of information systems customized to specific provincial offices such as Accounting, IPHO, PGSO, PPDC, PSWDO, and Treasury. These systems are now widely used accross the Provincial Government of Quezon, driving significant improvements in efficiency, cost-effectiveness, communication, and decision-making.

The Inventory Information System is designed to manage the tangible assets of the Provincial Government of Quezon. The system includes status and accountability of the assets, maintains a detailed record of each asset’s acquisition, maintenance, and disposal history. The system was developed for PGSO.

Document Tracking System is a web-based platform designed to streamline the tracking of financial documents. By providing real-time location tracking and detailed document history.

This web-based tool simplifies the process of generating checks within the Treasury Department. By eliminating the need for manual check writing, it reduces errors, improves efficiency.

This system is designed to efficiently manage donor information and streamline the blood donation process. It tracks essential details such as contact details, blood type, and donation history.

This system was designed to streamline and enhance the visitor management process at BJMP facility. By implementing a one-time registration system, it eliminates the need for repeated identity verification for returning visitors. This not only saves time for both visitors and prison staff but also improves security by reducing the potential for unauthorized access.

This user-friendly software streamlines the auction process for the Auction Committee, providing essential tools and features. Key functionalities include real-time monitoring of bids and bidding activity, and generate reports on auction results, including winning bids, and total revenue.

STS is a remote work management tool that tracks employee time and attendance. It uses geolocation to verify locations during the pandemic when many employees were working from home. Due to limited resources, access to the STS was restricted to a few departments.

TCS is web-based system for collection of payments, fees and charges accruing to the provincial government. It automates the issuance of Official Receipts (ORs) and generates related financial reports pertaining to the collection and deposit of provincial funds, ensuring compliance with regulatory requirements.

The Document Management System (DMS) is an online platform for tracking and storing internal and external communications within the provincial government. Documents are assigned unique tracking numbers for easy retrieval and monitoring, ensuring efficient communication and accountability.

PRCS is a tool that helps consolidate common supply requests from various offices. This allows for bulk procurement and potentially resulting in cost savings and improved efficiency.

DVRS is an online system that tracks and verifies the tax compliance of all delivery vehicles in real time. It ensures that vehicles pay the required annual fixed tax that delivers in the territorial jurisdiction of Quezon Province.

QHCPD is a comprehensive online resource listing healthcare providers in Quezon Province. It includes primary care physicians, specialists, subspecialists, and clinics in both public and private institutions. The QHCPD provides Quezonians with easy access to information about providers’ services, clinic hours, contact details, and locations.

AICS for Social Workers is an online system designed to streamline the process of providing assistance to individuals and families in crisis. It facilitates document upload, assessment, evaluation, and approval, ensuring more efficient, transparent, and timely support.

AICSSP is an online platform that enables service providers to validate guarantee letters and generate statements of account for billing purposes.

PMS is a platform for tracking the progress of infrastructure projects in Quezon Province. It monitors physical and financial performance, ensuring compliance with national agencies’ reporting requirements.

Inventory systems capable of tracking deliveries, processing request orders, monitoring drug and medicine expiration dates, providing comprehensive inventory management, and generating mandatory reports.

A digital scoreboard for Niyogyugan Festival, the scores can be updated as soon the competition winners are announced. Stakeholders can conveniently view the scores for each competition on this leaderboard.

An inventory system for network hospitals that monitors consigned goods consumption, automates order requests to the warehouse inventory system, streamlines the supply chain process, and generates essential reports.

QueVETS is an online application system for permits issued by the Office of the Provincial Veterinarian. The system incorporates verification measures at checkpoints. The system is in development stage and expected to be implemented in 2025.

FBMS is a system in place for receiving and addressing feedback, complaints, and suggestions from the public. This is to ensure transparency, accountability, and continuous improvement in government services.

A random number generation system used to produce the sequences of numbers that determined the winners of the Bida ka sa Niyogyugan Festival 2024 Float Competition.

ETS is a software application that enables users to submit and track IT support requests electronically. This system will serve as a comprehensive tool for managing IT support operations, monitoring equipment maintenance, and measuring the timeliness and efficiency of IT services provided by PICTO.
